
The Abu Dhabi Department of Energy (DoE) and the Dubai Supreme Council of Energy (SCE) have signed a memorandum of understanding (MoU) to unify the regulation of petroleum and gas product trading across the UAE. The agreement was announced during ADIPEC 2025 and aims to strengthen licensing, monitoring, and safety standards for the sector.
The MoU covers the trading, storage, and transportation of key petroleum products such as diesel and liquefied petroleum gas (LPG). It also establishes unified licensing procedures to simplify compliance for companies operating across multiple emirates.
As part of the partnership, both entities will coordinate field inspections, monitor environmental and safety compliance, and ensure consistent application of technical standards. The agreement also promotes data sharing to enhance regulatory transparency, streamline operations, and improve performance.
Ahmed Buti Al Muhairbi, Secretary General of Dubai SCE, emphasized that the MoU reflects a shared commitment to creating a cohesive governance system that ensures efficiency, safety, and transparency in the petroleum sector.
Ahmed Alsayed Mohamed Al Sheebani, Acting Director General of Regulatory Affairs at Abu Dhabi DoE, highlighted that aligning regulatory efforts will support economic growth, environmental stewardship, and strengthen the UAEโs global leadership in energy governance.
The MoU further encourages the exchange of best practices, enabling both emirates to enhance operational efficiency, improve monitoring systems, and maintain high standards for the trading of diesel, LPG, and other petroleum products.
This partnership marks a significant step toward a more integrated and transparent regulatory framework for the UAEโs petroleum and gas industry, reinforcing safety, competitiveness, and long-term sustainability.
